Plan developed by Phillips and Seward community members for the then-proposed Franklin Light Rail Transit station; staffed by Seward Redesign, with technical support from the University of Minnesota; study identified critical issues and parameters to guide future planning for the transit station area; explored options to reconfigure infrastructure to take advantage of the transit line and support the community’s vision for redevelopment.
